MetricsLed DECLARE
Corruption erodes public trust, destabilises governments, and fuels citizen unrest. Paper-based declaration systems, where they exist at all, are ineffective, inconsistently applied, and rarely lead to prosecution. They neither deter nor detect the illegal accumulation of wealth.
DECLARE changes that. A secure, auditable, off-the-shelf digital platform, DECLARE enables governments to introduce mandatory declaration across the public service – quickly, affordably, and at scale.
Developed with funding from the UK’s Foreign, Commonwealth & Development Office (FCDO), DECLARE has been tested by UK Government Assured Penetration Test providers and is already deployed in a major Middle Eastern government where it supports asset declarations from thousands of civil servants and military personnel, across the government pay ranks.

Across South Asia and beyond, Gen Z-led protest movements are demanding transparency, accountability, and open-data governance. Citizens are no longer willing to tolerate a political class and public service that enriches itself at their expense.
Existing analogue systems for tracking the wealth of public servants are broken. Declarations are filed on paper, stored in sealed envelopes, rarely cross-checked, and almost never trigger investigation. Officers cycle through key posts before audits are completed. The system is designed to fail.

What DECLARE Does

Deters Illegal Wealth Accumulation
The existence of a mandatory, centralised, and digitally auditable declaration system changes behaviour. Public servants know their declarations will be stored, tracked over time, and subject to automated cross-referencing. The platform creates a permanent, searchable record that follows an officer throughout their career.
Detects It
While requiring only a small team to administer, DECLARE’s automated systems flag anomalies and triggers – expensive new vehicles, children enrolled at elite international schools, property acquisitions inconsistent with declared income, or patterns of foreign travel by family members. These flags generate data that can later be used as evidence for investigators, providing deep insight into the nature and trajectory of wealth accumulation.

The system can be self-financing. Mandatory annual submissions with fines for late filing – as implemented in other jurisdictions – generate sufficient revenue to cover operating costs while simultaneously reinforcing compliance. End-of-career declarations, required as a precondition for receiving pension and other benefits, provide a further enforcement mechanism.
How DECLARE Works
For Declarants
Officers complete a straightforward digital form covering cash holdings, property, vehicles, shares, insurance policies, jewellery above a specified value, and liquid assets. The form also requires statements on and from close family members. Declarations must be filed on entry to public service, updated annually, and completed at the end of a career.
For Administrators
A central platform – hosted within a Ministry of Public Administration, Public Service Commission, or equivalent body – replaces the fragmented, paper-based process of working through individual appointing agencies. Administrators can manage declarations, run sampling exercises, review flagged anomalies, and generate reports for oversight bodies or investigators.
For Military
DECLARE is designed to accommodate security-sensitive declarants. Military and intelligence officers can file on a ‘no-name’ basis, ensuring the system can be applied comprehensively without creating security risks.
